Bug Fix to bdlcc::SkipList

There was a bug introduced in bdlcc_skiplist in BDE 3.92 that results in a crash in bdlcc::EventScheduler when removing all events concurrently to adding new events.

BDE 3.92 was released to unstable on Oct 19 - the issue is also present in BDE 3.93.0.
