Removal of the bdxdfp Package

The bdxdfp package, a preliminary implementation of the BDE facility for decimal floating point numbers first introduced in BDE 2.17, has been DEPRECATED since the introduction of bdldfp, the production version of that facility, in BDE 2.21. The preliminary package, bdxdfp, package is now removed.
